History

The Immigrant Law Center of Minnesota (ILCM) was founded in 1976 as Oficina Legal, a program of Southern Minnesota Regional Legal Services (SMRLS). Oficina Legal established itself as a separate 501(c)(3) nonprofit in 1996, after the passage of the Illegal Immigration Reform and Immigrant Responsibility Act imposed new restrictions on federally-funded legal services programs. In this way, Oficina Legal could continue to meet the immigration legal needs of all immigrants, regardless of the type of service required or the client's legal status. The agency was later renamed to reflect the increasing diversity of the refugee and immigrant population it served. ILCM celebrated its 10-year anniversary as an independent nonprofit in 2006. During our first 10 years, we served more than 20,000 clients and provided educational presentations to more than 24,000 individuals. Over the last 12 years ILCM has established itself as Minnesota's premier provider of comprehensive immigration legal services to low-income clients of all nationalities.
