About Us

We are a nonprofit 501(c)3 organization whose mission is to provide quality immigration legal services and law-related education to meet the steadily increasing needs of Minnesota's growing immigrant and refugee communities. We work to support a fair and just immigration process that keeps the American dream alive, embodies the rule of law, and strengthens families and communities across Minnesota.

Our goals include remedying legal problems with immigration legal services, preventing legal problems with law-related education to immigrants and refugees, and encouraging immigration policies that are practical and compassionate.

ILCM is currently the only legal program in Minnesota to provide free comprehensive immigration services to low-income persons of all nationalities who are ineligible for federally funded legal services programs. ILCM is also one of the few agencies available to provide education, training and outreach to other professionals and the community at large in immigration affairs. Our clients all earn equal to or less than 187.5% of the federal poverty guidelines, and 70% of our clients earn less than 100% of the poverty limit. The largest part of ILCM’s work is done in our own Saint Paul neighborhood and the surrounding Ramsey County communities.

History

ILCM was originally founded in 1976 as a program of Southern Minnesota Regional Legal Services (SMRLS). In 1996, new congressional restrictions on the kinds of legal work federally-funded legal services programs could do forced the Immigrant Law Center to separate from SMRLS. ILCM received its 501(c)(3) designation in 1996, and over the last ten plus years, ILCM has established itself as one of Minnesota’s premier providers of low-cost, comprehensive immigration legal services.

Staff


John Keller, Executive Director and Supervising Attorney, received his law degree from the Hamline University in 1996. He has been an attorney at ILCM since July of 1998, excepting one year of service in Peru. As a staff attorney he participated in several major projects, including working as the supervising attorney on the Minnesota Citizenship Project and appearing in ILCM's No Second Chance video. Since 2004 he has been an adjunct professor at the University of Minnesota Immigration Clinic. In 2006 he became Executive Director, stepping into the position with a wealth of experience working with immigrants and a dedication to the cause of providing legal services to this undeserved group.

Lenore Millibergity, Senior Staff Attorney, graduated from William Mitchell College of Law in 1986. In June 1987, she began working for Oficina Legal, which later became the Immigrant Law Center of Minnesota, first as a staff attorney and then as supervising attorney. She handles all areas of immigration law, but specializes in family petitions, citizenship, asylum, deportation defense, and aid for battered immigrant women. In 2005 she received Centro Legal's Advocate for Justice Award for her service to the Latino community. She is an adjunct professor at William Mitchell College of Law.

Sheila Stuhlman, Senior Staff Attorney, graduated from the University of Minnesota Law School in 2000. She began her career by working as a clerk for Honorable Judge Gary L. Crippen at the Minnesota Court of Appeals. Following her clerkship, she worked as an associate at the Minneapolis law firm of Miller-O'Brien, where she specialized in the areas of plaintiff's employment discrimination and union-side labor law. She began working at the ILCM in May of 2003. She has volunteered for many other local non-profits, including the Center for Victims of Torture, Resource Center of the Americas, and Minnesota Advocates for Human Rights' Refugee and Immigrant Program. She participated in Minnesota Advocates' fact-finding mission to Peru to study the Truth and Reconciliation Commission in November 2002.

Susan Jorgensen Flores, Staff Attorney, has been employed at ILCM since August 2006. She graduated from the University of Minnesota Law School in 2001. From 2001-2006 she was employed at Centro Legal, where her final position was Immigration Unit Supervising Attorney. Prior to her law certification, Susan clerked at ILCM. As Student Attorney and Co-Student Director of the University of Minnesota Immigrant Law Clinic, she aided immigrant clients and represented asylum applicants before the immigration service and court. Through the Southern MN Regional Legal Services in 2002, she helped prepare government benefits cases for low-income clients and helped clients find housing through Project Hope.

Cynthia Anderson, Accredited Representative, graduated from the University of Minnesota in 1987 with a degree in Spanish and minors in French and Japanese. After four years as a Language Instructor and Curriculum Developer, she worked for Migrant Legal Services for two seasons doing a variety of legal casework as a paralegal. From 1991 - 1999 she was ILCM's Accredited Representative in immigration matters, and returned to this position in 2006 after six years as the Naturalization Project Manager at Centro Legal. She regularly provides naturalization training to private attorneys and at William Mitchell and Hamline Immigration Law Clinics.

Ana Lisa Peña, Staff Attorney, joined ILCM in November 2007. She completed her undergraduate education at the University of Texas at Austin and graduated from William Mitchell College of Law in 2005, where she was a 2005 Upper Midwest Human Rights Fellow. Ana Lisa began her career as a staff attorney with Southern Minnesota Regional Legal Services' Refugee, Immigrant and Migrant Services program, where she handled VAWA, U-visa and family law cases in an effort to increase access to Legal Services in immigrant and refugee communities in southern Minnesota.

Pal Yang, Legal Assistant, graduated from William Mitchell Law School in May 2007 an joined staff in August 2007. Prior to law school, Pal worked for 8 years as a child protection and foster care social worker in San Diego and Minneapolis. Born in Laos, he came to the Los Angles area in 1980. Pal will be housed at both Neighborhood House and the Immigrant Law Center's office, and will specialize in representing clients from the Hmong community.

Melissa Pfeiffer, Operations Director, has worked with nonprofits for over 15 years in the areas of auditing, finance, development and human resources. She has served a wide variety of organizations including the American Bar Association and the Fund for Justice and Education in Chicago; labor unions, farmworkers' clinics, and Women, Infant and Children's Clinics in the Pacific Northwest; and the Center for Entrepreneurship and Innovation at Indiana University. Locally, she has held management roles in social justice organizations including the Urban Coalition, Centro Legal, and the Resource Center of the Americas. Melissa became interested in social justice issues and immigration early on in her rural hometown where her father ran a health clinic serving the seasonal farmworkers who labored in the surrounding tomato fields.

Kathy Salinas, Office Manager, joined staff in March 2007. She worked previously for General Motors in the post-bankruptcy customer service department. Kathy came to the United States in 1998 from Cali, Colombia, and now resides in Apple Valley with her husband and two children.

Jeff Naragon, AmeriCorps*VISTA, graduated from St. Olaf College in 2006 and has recently spent time in Latin America. He joined the Immigrant Law Center in July 2007 and serves in numerous capacities, including coordinating the volunteer programs, contributing to public relations, assisting with development, and managing technology improvements. After his AmeriCorps year of service ends, Jeff plans on continuing his commitment to social justice and change through working in the nonprofit sector.

Alissa Jones, Education Coordinator/Development Associate, graduated from the University of Minnesota in 1998 with a degree in Spanish/Portugüese and Chicano Studies. In 2000, she received her M.A. in Anthropological Studies of Mexico from the Universidad de las Américas-Puebla in Cholula, Mexico. After a five-year tenure at the American School of Puebla, she returned to the US in 2005. She most recently worked on Take ACTION, a weight-gain prevention study, which focused on household intervention at the University of Minnesota. Alissa joined ILCM in September 2007 and is eager to continue her lifelong commitment to education and fighting social disparities.

The Immigrant Law Center of Minnesota (ILCM) seeks a full-time Americorps*VISTA attorney to coordinate and expand our Pro Bono Immigration Project.The Pro Bono Immigration Project will provide more immigrants and refugees with access to critical legal services that play a vital role in bringing families together and keeping them intact. It will help individuals to become permanent residents or full citizens in the US and to overcome a wide variety of other legal barriers reflecting the broad range of issues immigrants face. This project focuses on providing pro bono representation for immigrants in cases of naturalization, reunifying families, asylum, adjustment of status, deportation defense, and the Violence Against Women Act.

Position Responsibilities:
Recruit and train volunteer attorneys and law students in naturalization representation and then pair them with naturalization clients.
Recruit and train experienced attorneys with more complex cases like domestic abuse and federal appellate court cases.
Supervise legal work of volunteers as appropriate and be on-call to answer questions.
Develop outreach presentations and training materials to recruit volunteers and educate the community.
Coordinate volunteer interpreters to assist in client representation.
Provide regular updates to volunteer attorneys and law students to maintain their interest and connection.
Implement an evaluation system for volunteers and clients to gauge success of the program and publicize their efforts.
Devote minimal time to direct client representation in immigration legal matters that are the focus of the Pro Bono project.
Collaborate with other nonprofit organizations providing immigration legal services and pro bono coordinators at law firms.

Experience and Qualifications Requirements:
Law degree and bar admission from any jurisdiction or expect J.D. in May/June 2008 and completion of bar exam in summer 2008
Good communication, organizational, research and writing, and public speaking skills
Familiarity with local refugee and immigrant communities, community agencies and resources
Experience and demonstrated commitment to working in a low-income community setting or on immigration issues affecting low-income people
Demonstrated ability to work effectively with persons from varied cultural backgrounds
Comfortable in small but busy office environment
Prior experience in immigration matters is preferred
Bilingual or Bicultural preferred
