ILCM's legal services are free
Persons who receive services are encouraged to give a donation to help support the work of the office. Please note that while ILCM does not charge fees, the U.S. Customs and Immigration Service (USCIS) does charge fees for processing applications. The USCIS grants fee waivers under certain circumstances.

ILCM provides brief legal advice and full legal representation to immigrants and refugees who qualify for services based on the following:

Place of residence: ILCM provides services statewide for victims of domestic abuse, crime victims, and individuals whose immigration case is impacted by HIV/AIDS. All other clients must reside in one of the 33 counties in Southern Minnesota listed below.

Income: All client income must be at or below 187.5% of the federal poverty line. Please see chart below for specifics.

Type of immigration case: ILCM can only assist in immigration-related cases. If you are an immigrant who needs help with another area of law, such as housing, family law, public benefits, or employment, our office will not be able to assist you. Also, we cannot assist with nonimmigrant visas such as student or business visas.

Available staff resources:
Like every service provider, ILCM does not have unlimited staff resources. We may not be able to assist with every case, even though you may otherwise qualify for our services. We strive to help with as many cases as possible while still providing high-quality representation.

If you meet the first three criteria you will need to call during our weekly phone intake on Fridays. We are unable to accept walk-in appointments. Calling during our weekly phone intake is the only way that new clients will be able to receive legal advice from our office.
